On 3 October 2025, the long-awaited Regulation (EU) 2025/1988 banning fluorinated firefighting foams was published.
The switch to fluorine-free alternatives is therefore mandatory.
👉 Transitional periods for portable fire extinguishers:
- Placing fire extinguishers containing PFAS on the market: until 23 October 2026
- Alcohol-resistant foams: until 23.04.2027
- Use of existing devices: until 31.12.2030
👉 Specific measures for portable fire extinguishers:
- Carry out an inventory of all existing fire extinguishers
- Check which devices contain PFAS extinguishing agents
- Gradual changeover to fluorine-free alternatives for new purchases
- Planning the replacement timing by the end of 2030 at the latest
- Ensure proper disposal of old appliances containing PFAS
- Staff training on new fluorine-free extinguishing agents
👉 Regulations for extinguishing systems: From 23 October 2030, a general ban on fire extinguishing foams with PFAS concentrations ≥1 mg/l will apply.
Important exceptions apply to:
- Training/examination (until 23/04/2027, if foam is collected)
- Companies according to Directive 2012/18/EU (until 23 October 2035)
- Offshore installations, military and civilian ships (under certain conditions)
👉 New obligations with immediate effect:
- Labelling requirement from 23 October 2026 (does not apply to portable fire extinguishers)
- Creation of a management plan for affected companies
- Strict separation of PFAS stocks and waste
- Annual review and 15-year retention of documentation
